Greek kosmos means "world" although exactly how the author conceives it in a given context can vary. Sometimes it refers to the inhabitable world (i.e., earth), sometimes the universe, etc. Here in John 3:16 it seems to have all creation in mind. God so loved this created world and especially human beings as his image bearers, that he sent his Son to redeem his elect.
